Accessibility Statement
This accessibility statement applies to the website "Scottish Enterprise Evaluations Online" (http://www.evaluationsonline.org.uk/) and all its pages and sub-domains.
This statement was prepared on 22nd September 2020. It was last reviewed on 22nd September 2020.
We want as many people as possible to be able to use this website. For example, that means you should be able to:
- Zoom in up to 300% without the text spilling off the screen
- Navigate the website using just a keyboard
- Listen to most of the website using a screen reader (including the most recent versions of JAWS and NVDA)
- Change text size
- Instructions on how to do this in your particular browser can be found on the Help page
- Change font/colours
- Instructions on how to do this in Internet Explorer or Mozilla Firefox can be found on the Help page
We've also made the website as simple as possible to understand.
AbilityNet has advice on making your device easier to use if you have a disability.
How accessible the website is
We know some parts of the website are not fully accessible. For example:
- There is some content with a low contrast ratio that affects readability
- The website has not been optimised for screen readers – they still work, but some content may not be identified and announced in the correct order
Enforcement procedure
The Equality and Human Rights Commission (EHRC) is responsible for enforcing the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018 (the 'accessibility regulations'). If there is an issue with how a complaint is handled, contact the Equality Advisory and Support Service (EASS).
Technical information about this website's accessibility
Scottish Enterprise is committed to making the website accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.
Compliance status
This website is partially compliant with the Web Content Accessibility Guidelines version 2.1 AA standard, due to 'the non-compliances and exemptions' listed below.
Non-accessible content
During testing of our website, we've found the following problems, which we'll aim to fix by June 2021.
Non-compliance with the accessibility regulations
- WCAG2.1 (AA level) errors – these must be fixed to pass at this level
-
Some content has duplicate IDs
- These are on the Search page
- This is invalid HTML and will also affect how screen readers announce the content
- This fails WCAG2.1 Success Criterion 4.1.1 Parsing
- We will fix this in a future update of the website
-
Some content does not meet the minimum colour contrast ratio
- This includes the blue links, the orange sidebar panel, the search button, and list filter and paging controls
- This fails WCAG2.1 Success Criterion 1.4.3 Contrast (Minimum)
- This can impact the readability of text, where there is not enough contrast between it and the background
- We will fix these in a future update of the website
-
Icons next to document links do not have alternative descriptive text, or should be hidden from screen readers
- This fails WCAG2.1 Success Criterion 1.1.1 Non-text Content
- This affects how they are announced by screen readers
- We will fix these in a future update of the website
-
Some content has duplicate IDs
-
WCAG2.1 (AA level) warnings – these should be fixed but are not necessary to pass at this level
-
The Search box does not have a fieldset legend/label
- This can affect how screen readers identify and announce this content
- This is recommended by WCAG2.1 Success Criterion 3.3.2 Labels or Instructions
- We will look to fix this in a future release of the website
-
The sidebar titles do not follow the correct heading hierarchy structure
- This can affect how screen readers announce content on the page
- This is recommended in WCAG2.1 Success Criterion 2.4.6 Headings and Labels
- We will look to fix this in a future release of the website
-
The Search/Browse results are contained in layout tables
- This can affect how screen readers identify and announce this content, and is not good practice in an HTML5 website
- This is recommended by WCAG2.1 Success Criterion 1.3.1 Info and Relationships
- We will consider fixing this in a future release of the website
-
The Search box does not have a fieldset legend/label
Disproportionate burden
PDFs and other documents
The PDFs and other documents published and hosted on the website may not meet the accessibility standards, particularly with regard to screen reader compatibility.
Due to the large number and historic nature of these documents it is not feasible for us to update all of them to meet the standards and feel this falls under the 'disproportionate burden' exemption within the accessibility regulations.
How we tested the website
The website was last tested on 22 September 2020. The Idox web team carried out the testing on behalf of Scottish Enterprise, with the help of accessibility testing software including WAVE and AXE.
As there are a large number of individual articles and reports on the website, we manually tested a representative selection of reports and other pages within the website.
What we're doing to improve accessibility
We're using reports from accessibility software WAVE and AXE, and following WCAG guidelines to work towards being fully compliant with WCAG 2.1 AA success criteria.
We will work to address any issues which are brought up by users, as well as reviewing the compliance as part of any future updates to the website.
