Rosyth Europarc Business Innovation Centre review
Summary
Aims
Rosyth Europarc Business Innovation Centre (REBIC) was developed with the aim of regenerating the Rosyth Royal Navy Dockyard and surrounding area. This was to include high technology business, engineering, industrial and office space. The aim of the evaluation was to determine REBIC's future structure and the means by which it could achieve financial sustainability.
Methods
An in-depth review of significant background papers leading to the establishment of REBIC, including the current Business Plan, was completed. A critical review was also be made of REBIC’s products and services in conjunction with the definition of all revenue generation opportunities. Organisational structures and the policy and decision-making processes were reviewed. Stakeholder interviews were carried out.
Findings
It was found that REBIC, although a good concept, was not performing the role originally envisaged for it, and would need regular financial assistance to sustain itself.
Recommendations
It was recommended that REBIC be redefined as 'feeder' to Sigma Technology's Hothouse.
