Strategic review of IIP

Summary

Aims

Investors in People (IIP) aims to provide a national framework for improving business performance and competitiveness, through a planned approach to setting and communicating business objectives and developing people to meet these objectives. The evaluation aimed to make recommendations on the future development and operation of IIP across Scotland, including the Highlands and Islands Enterprise (HIE) area.

Methods

The methodology consisted of: desk research; national level, LEC, and HIE consultations; assessor workshops; and analysis and reporting.

Findings

Considers the IIP is a very strong intervention mechanism for the Networks, is a powerful business tool, and that the IIP Standard is held in high regard. Finds that across the SE Network there is considerable variation in: the cost effectiveness of IIP delivery; workforce and company participation; and levels of recognitions and assessment activity. Suggests that IIP is facing a serious marketing challenge. Notes that commitments and first-time recognitions have reached a plateau and are now declining. Advises that this decline would continue, if no changes were made.

Recommendations

Recommends a significant upscaling of IIP and presents an optimal delivery model. Suggests responsibilities for implementation of recommendations to the different stakeholders. Puts forward a suggested phasing of actions necessary for implementation of the strategic recommendations.
